The House of Representatives on Wednesday erupted into a rowdy session after the Speaker, Yakubu Dogara, recognised the Chairman, Rules and Business, Emmanuel Oker-Jev, to move a motion when another member; Aliyu Madaki was putting up his hand to be recognised.
Dogara recognised Oker-Jev, who moved his motion amid heavy noise on a purported collective breach of members due to the budget padding allegations raised against some principal officers by former chairman of the Committee on Appropriations, Abdulmumin Jibrin.
Embattled Jibrin was, at that point, seen to be walking around the green chamber under the close watch of the Sergeant-at-Arms.
The motion was, however, passed and referred to the ethics and privileges committee, which would look into the matter.
After the motion some members began shouting “Dogara, Dogara,” such that when Madaki was recognised to speak, he was barely heard, as scores of lawmakers were screaming all the more.
The development we gathered is an indication that there is a heavy division in the house as a result of the budget padding scandal rocking the house.
