Professor Chinyere Emmanuel Igwe assumed office as the Pro-Chancellor and Chairman of the Governing Council of Ignatius Ajuru University of Education, on September 12, 2025.
At the inaugural meeting of the Governing Council, he articulated a vision that would provide the foundation for his stewardship. He acknowledged the formidable challenges confronting universities, but emphasised that with purposeful leadership and strategic planning, such challenges would be turned into opportunities for growth and transformation, as he expressed the council’s readiness to provide the leadership necessary to advance excellence, strengthen institutional integrity, and position the university for a more impactful future.
His message established a clear agenda anchored on collaboration, strategic leadership, stakeholder engagement, and institutional reform. More importantly, the proposals were not confined to the council chamber, it began to manifest in a series of engagements designed to bring the university closer to its stakeholders and strengthen the relationships upon which sustainable institutional development depends.
The first execution of this philosophy was the council’s engagement with the university’s host communities of Rundele, Rebisi and Rumuolumeni. Recognising that a university cannot achieve its full potential in isolation from its immediate host, the council opened channels of dialogue with the traditional institutions and communities.
The engagements focused on strengthening mutual trust, sustaining peaceful coexistence, and building a relationship in which the university and its host communities could pursue their interests as partners rather than as separate entities. While the traditional rulers reaffirmed their commitment to peaceful partnership, the council emphasised the importance of dialogue, cooperation and mutual respect.
The dialogue was subsequently expanded to include the university’s internal community through consultations with the senate, teaching and non-teaching staff, and students. The discussion created opportunities for stakeholders to articulate concerns and contribute to conversations around governance, institutional integrity and welfare. These engagements culminated in the establishment of action committees to follow through on issues requiring attention.
Perhaps one of the most significant aspects of this emerging leadership philosophy is the council’s emphasis on industry-academia collaboration.
Professor Igwe recognises that the modern university must do more than confer academic qualifications, but prepare graduates with relevant competencies in a rapidly changing economy and global labour market.
This thinking has already attracted proposed partnerships with key professional and industry organisations. For example, the Petroleum Products Retail Outlets Owners Association of Nigeria (PETROAN) proposed a partnership with the university for a certificate programme in Petroleum Products Marketing. Similarly, the National Institute of Marketing of Nigeria (NIMN) offered to collaborate with the university’s Department of Marketing on mentorship and internship programmes designed to expose students to professional practices that would enhance their business competencies or employability.
These initiatives reflect an emerging vision of an institution that seeks to connect the classroom with the workplace, academic knowledge with professional practice, and university education with the needs of society.
The council is also proposing a change of name of the university and the introduction of additional professional programmes as part of a broader vision to expand the university’s academic frontiers and enhance its contribution to national development.
As the Pro-Chancellor and Chairman of the Governing Council marks his 61st birthday on Friday, September 18, 2026, these developments provide an opportunity to reflect not only on the office he occupies, but also on the leadership philosophy he has brought to the university. His approach has placed considerable emphasis on building bridges between the university and its host communities, management and stakeholders, and academic training and the world of work.
The emerging story is one of engagement, partnership and repositioning as the Governing Council seeks to strengthen the foundations of the institution while opening new pathways for its future. For Professor Igwe, the task of governance extends beyond the administration of the present; to shaping an institution capable of responding to the opportunities and challenges of tomorrow.
Born on September 18, 1965, Prof. Chinyere Emmanuel Igwe has accumulated an unusually diverse portfolio of public responsibilities and professional accomplishments from grassroots public service to national politics, academia, media entrepreneurship, and university governance.
The Pro-Chancellor’s public-service journey began at the Port Harcourt City Legislative Assembly where he was elected as a councillor in 1991, and was appointed member of Rivers State Projects Monitoring Committee from 2000 to 2002.
He was the Caretaker Chairman of Port Harcourt City Local Government Council from 2002 to 2004, and also served on the Governing Council of the Small and Medium Enterprises Development Agency of Nigeria (SMEDAN), in 2004.
In 2015, Prof. Igwe was appointed Commissioner for Urban Development and Physical Planning, and became Commissioner for Energy and Natural Resources in 2018.
From 2007 to 2011, he was elected to the House of Representatives in the 6th National Assembly to represent Port Harcourt II, and was re-elected in the 9th National Assembly from 2019 to 2023.
His experience across local, state and federal institutions gave him exposure to the complexities of public administration and policy implementation. He is also an astute entrepreneur, with interests cutting across petroleum products retail marketing, tourism and hospitality, and media, as exemplified by the Maurison Media Group, which operates Wish FM 99.5 Port Harcourt, Atlantic Television Network, and Maurison Media Academy.
This wealth of experience is particularly relevant to university governance, where the Pro-Chancellor operates at the intersection of policy, finance, administration, academic standards, government relations and stakeholder engagement.
The Pro-Chancellor holds a Bachelor’s degree in Management from the University of Port Harcourt, an MBA in Management, with a specialisation in Strategic Management, from Rivers State University, as well as an LLB from the University of Calabar and a BL from the Nigeria Law School. He also holds a PhD in Policy and Administration and has authored more than 100 peer-reviewed articles published in reputable local and international journals.
In November 2025, Hon. Igwe’s scholarly paper, titled National Legacies and Global Policies Adoption, was selected by the International World Public Policy Association for presentation at its international conference in Ottawa, Canada. The paper was selected from 79 proposals submitted globally. Consequently, Prof. Igwe was appointed Chair of the Comparative Public Policy session. The appointment placed him in a position to lead a workshop and participate in international discussions among public-policy scholars.
He was recently promoted to the rank of Professor of Strategic Management by the European Global School University in Paris. He is a Fellow of the Nigerian Institute of Management, the National Institute of Marketing of Nigeria, the Institute of Strategic Management, and the Institute of Management Consultancy, among other professional bodies.
As the Pro-Chancellor and Chairman celebrates another year of service to humanity, his story is about the convergence of public service, scholarship, entrepreneurship, and institutional leadership, qualities that are expected to positively reposition the fortunes of Ignatius Ajuru University of Education among the league of universities.
